Electoral Alliances and Electoral Rings

Candidates for the representative election can form groups, where the votes received are counted in favor of the candidates.

A candidate cannot be part of more than one (1) electoral alliance or voting bloc. The number of members in an electoral alliance or voting bloc can be no more than the number of representatives elected, which is 21.

The name of the electoral alliance or voting bloc must not violate anyone’s personal rights, be commercial, or be otherwise deemed generally inappropriate.

The electoral alliance appoints a representative from among its members. This person must have the right to vote and be registered as a candidate in the electoral alliance.

In by-elections, electoral alliances or voting blocs cannot be formed. By-elections are elections that may be held if not enough candidates are elected to the representative body during the main elections.

Electoral Alliance and Its Formation

Candidates may choose to form an electoral alliance, which is a group consisting of more than one candidate. The votes received by the group are counted in favor of the candidates.

To form an electoral alliance, gather candidates who wish to establish the alliance. Then, select a representative for the alliance and complete this form.

Duties of the Electoral Representative

The electoral representative ensures that each candidate in the electoral alliance has submitted their nomination form fully completed electronically. The representative acts as a liaison between the central election committee and the candidates in their alliance during the representative election.

After the nomination, the representative will receive a list of candidates in their electoral alliance, which must be confirmed. The list is provided after the nomination period ends, no later than the day after the nomination period closes.

Electoral ring

The electoral ring can be established by:

  • Two or more electoral alliances
  • One or more electoral alliances and one or more non-attached candidates
  • Two or more independent candidates

The establishment of an electoral ring needs an document, signed by the representatives of the electoral alliances belonging to it, and any non-attached candidates. The document needs to state the name of the electoral ring and the names of electoral alliances and non-attached candidates. The electoral ring may include a maximum of as many elected representatives as possible, maximum of twenty-one (21) candidates. A candidate may stand as a candidate only in one electoral alliance or electoral ring.
